[mercurius isn't really sure how his mom decides when to let him go up to the surface or not. she's a noble lady, sure, but she's always listening to sea witches, the sort that prattle on about the tides and the alignment of the stars and different varieties of kelp — and frankly, he's stopped caring about her opinion.
nevertheless, he'd never defy her wishes, which is why it's so exciting that she's finally decided to let him leave the manor today — he'll get to see the sun, and breathe surface air, and neptos will be with him.
...or at least, neptos will be with him whenever neptos actually decides to wake up.
and of course, mercurius can't possibly wait that long. as soon as he gets the news, he swims down to the serfs' quarters, brushing past maids and manservants to neptos's room, where he throws himself unceremoniously onto his friend's sleeping form. high speed flopping!!]

And I told you to stop doing that! [looms over and. just frowns very deeply. neptos wishes he could even pretend to be the slightest groggy from sleep, but not five minutes had passed since he's settled down to rest, and in comes his favorite noble, as uninvited and unstoppable as a river rapids] You know how tight our dwellings are down here, Mercurius. You could have gotten hurt.

Well, my dear friend, I would have you know that my lovely lady mother has given me leave to visit — [he pauses for dramatic effect] — the surface today.
And we're not going to be able to sunbathe if you sleep the day away. Come on, come ooon.
[he says this latter bit in a distinctly whiny tone, pushing himself off neptos's bed and swimming a quick figure-eight so that he can rest his head on neptos's tail.]
